Perkembangan pengelolaan lingkungan hidup selalu disuarakan akan tetapi dalam kenyataannya masih banyak sekali penggagas proyek (pemrakarsa) yang belum memliki kesadaran tinggi dalam melaksanakan pengelolaan lingkungan. Dampak yang dirasakan adalah semakin menurunnya kualitas lingkungan, menurunnya daya dukung lingkungan dan meninglatnya itensitas bencana alam dan kerusakan lingkungan.
