These proceedings are a compilation of papers presented at the inaugural APEC Coal Trade and Investment Liberalisation and Facilitation Workshop held in Jakarta, Indonesia on 5 and 6 August 1997. The Workshop Series is being organised by the Australian Department of Primary Industry and Energy (OPIE) and the Japanese CommitteeJor Pacific Coal Flow (JAPAC) on behalf of the APEC Ad-hoc Group of Coal Policy Makers. The Indonesian Directorate of Coal joined D PIE and JAPAC as convenors of the Indonesian Workshop.
The Workshop series is aimed at drawing on the expertise of AP EC member economies to assist developing member economies to facilitate and liberalise coal trade and inuesimen t. The need to address coal trade and investment issues is being driven by the rapid expansion in coal use throughout APEC. Forecasts by the APEC Energy Working Group' project coal based electricihJ generating capacity to double between 1992 and 2010. This will take up 45% of total power infrastructure investment of $US1.6 trillion in APEC over this period.
ost AP EC economies plan to expand coal generation with capacity expected to• double in 12 developing and newly industrialised economies. At least nine APEC economies are coal pr~ducers and will need to attract new investment to support this expansion in coal demand.
