In september 1980,the economic ministers belongin to the association of southeast asian nations (ASEAN) ,which at that time included indonesia ,malaysia ,philippines ,singapore and thailand, resolved to promote regional projects to support the energy programs of the Asean member countries (AMC'S) .the AMC'S currently depend heavily on oil as a commercial energy source and are exploring means of reducing their future oil comsumtion through oil-substitution and other suitable measures.in their plans the AMC'S have emphasized the role of coal since the resource is indigeneous to all ASEAN countries except singapore and has considerable cost advantages over oil .in light of these considerations ,the AMC'S are planning for a substantial increase in the production and use of coal.
