In order to be able to included the project of a steelworks in the second Five-year Plan (beginning in 1959), Biro perantjang Negara (hereinafter called BPN), after having made an invitation for offers in spring 1955, decided in March 1956 to entrust Westdeutsches Ingenieur-Buro Dr.Rohland KG., Dusseldorf (hereinafter called WEDEXRO) with the task of carrying out an "Investigation into the Geological and Mining Aspects of the Iron-ore coal deposits in indonesia" with the final aim to submit proposals for the setting up of an iron and steel industry to the government of the country based upon the results of the above-metioned investigations.
